By-Laws

1.         Appropriations will be made to all the recognized student organizations under the SCE School Council on an event-by-event basis. Appropriation requests must come on an official Event Request Budget Form. You must submit your request and attend SCE School Council Appropriations meeting minimally three weeks prior to the date of the proposed activity. It is a requirement that all student organizations that fall under SCE School Council first approach the Council for funding prior to requesting funds from SCE School Council Appropriations. The SCE School Council Appropriations Committee will look at each completed form on an event-by-event basis in the order in which they are received. Organizations may submit Event Request Budget forms at any time during the academic year. There is no limit on the number of events for which an organization may submit proposals.

2.         Event Request Budget forms will be looked at by the SCE School Council Appropriations Committee at the meeting specified on the event request form. Request forms must be submitted at least 3 weeks before the scheduled event and at least the weekend before a scheduled general SCE student council meeting.

3.         If the funds allocated for the Fall Semester are not used by December 1st of that year the funds will be returned to the SCE School Council Appropriations Committee to be reallocated. The funds allocated for the Winter Semester must be used by March 1st of that year or those funds will be returned to the SCE School Council Appropriations Committee to be reallocated. The only exception to the deadlines is if arrangements have been made with your fiscal advisor before the specified deadlines. Newly formed and recognized organizations have four weeks after the acceptance of their constitution by the SGA Senate to submit the above information to receive the general operating funds.

4.        Events requiring admission to SCE students will not receive funding. However, funding will be permitted for organizations requesting money to sponsor a fundraising event that requires admission. (See 7)

5.         All Non-SCE students attending a SCE funded event must pay an admission fee that will be determined by the SCE School Council Appropriations Committee at the time the request is looked upon. Members of any organization found to be knowingly violating any of these policies will be subject to appropriate actions outlined in the Student Conduct Code.

6.         Student organizations under the SCE School Council may request funds for an event for the purpose of fundraising. The original amount requested must be returned to the SCE School Council Appropriations account from the profits generated from such an event. All fundraising allocations must comply with by-laws.

7.         Once an organization under the SCE School Council receives funding for an event they will be required to work with a Student Life Office, Student Services Coordinator to process all of the paperwork needed to successfully complete the program and/or travel. A Student Life Office checklist of organizational expectations will be provided to each group upon program appropriation.

8.         Organizations under SCE School Council receiving funds must use those funds only on the event that was proposed on the Event Request Budget form. No major changes can be made once the committee has voted. In the event that an organization is unable to conduct the activity or if the activity is produced under projected cost, the funds awarded to that group will be brought back to the SCE School Council Appropriations Committee for general distribution to other student organizations under SCE School Council.

9.         No appropriations or reimbursements will be awarded to an individual or a student organization under SCE School Council after an event has been held.

10.             No resubmitting (appeals) of a request (Both travel and event requests) that has already been funded or denied will be allowed. This includes an event that may or may not have taken place.

11.       Student fees may not be allocated to any student organization under the SCE School Council requesting funds for a direct contribution to a specific philanthropic organization/event, individual person, and political or religious agendas.

12.       Student fees may not be allocated to any student organization under the SCE School Council for the purpose of being used to directly support an individual’s needs (e.g. any college credit, textbooks, personal supplies, paper presentations, etc.) All funding allocated must positively benefit SCE Students as a whole. The Appropriations Committee will determine what is and is not beneficial to the SCE Student Body.

13.       Student organizations under the SCE School Council may not receive funding if an officer of their organization is not a SCE student. Funding may not be allocated for a non-member of Student organizations under the SCE School Council.

14.       Student organizations under the SCE School Council holding any sort of program/event may allow non-SCE students to attend. This student guest must physically accompany the SCE student presenting the UMKC student ID upon entrance to the program/event. In the case that food is served or a significant (over the cost of listed funding caps) cost is incurred when contracting services (band, entertainment, etc.), All guests will be charged an admission fee that will cover the cost of their dinner, activity, etc. (If any such cost is involved). Any money collected in such a manner will be returned to the SCE School Council for future distribution to other student organizations under the SCE School Council.

15.       All travel requests shall be submitted to the officer(s) serving on the SCE Student Council at least three weeks prior to the date of departure. Requests must be submitted for review by the SCE Student Council at least a week before a scheduled SCE School Council meeting. Travel requests may be submitted throughout the fiscal year. All travel requests are looked at and approved by the SCE School Council Appropriations Committee.

16.       Travel for organizations under SCE School Council will be funded for two individuals up to but not exceeding $250 per person per conference, convention, seminar or competition. Persons traveling for an organization under SCE School Council, be in individually or in a group, are limited to one granted request per semester, for a total of $250 for individuals and $500 for groups allocated. Multiple organizations under the SCE School Council attending the same conference must submit joint requests. You must coordinate this on your own. Money allocated will be divided equally between all students attending. Decisions for amount allocated will be decided on a case-by-case basis.

17.       All actions by student organizations under SCE School Council regarding appropriated money will be monitored by the student life office and the Treasurer. Members of any organization found to be knowingly violating any of the above policies will be subject to appropriate actions outlined in the student conduct code.

18.       To ensure fairness in the allocation process any member of the SCE School Council Appropriations Committee with direct ties to any student organization requesting funds for events will abstain from voting and discussion. The only exception is for the treasurer to inform the committee or organization of campus policy or By-law/Constitution information. It is the Treasure's responsibility to excuse himself/herself or any of the appropriation members when there is a conflict of interest. The Treasurer must choose a SCE School Council Appropriations Committee member to chair the committee in his/her absence. The President of the SCE School Council will sign off on all documentation in this case. When the Treasurer feels that he/she cannot make a funding decision on a travel request, the President of SCE School Council will make the decision and will sign off on all documentation.

19.       In the event that extraordinary circumstances arise that requires an exception to the guidelines outlined by the By-            Law15, a three-quarters (75%) majority vote of the voting members present at the meeting will be required to            overrule By-Law- 15. The judgment of the gravity of such extraordinary circumstances will remain within the approximation of the executive officers.
