Article I. Name
The name of this
organization shall be the School of Computing and Engineering
Student Council of the University of Missouri-Kansas City, hereafter
referred to as SCE School Council.
Article II. Purpose
The purpose of this
organization is to represent, support, and provide an orderly method
for government that represents of all students duly enrolled in the
School of Computing and Engineering at the University of
Missouri-Kansas City.
SCE School Council
will provide support to all currently enrolled students and
recognized student groups in the School of Computing and Engineering
at the University of Missouri-Kansas City. Support shall be given in
the following ways but not limited to: promoting group activities,
fellowship and cooperation between organizations, fair distribution
of funds to individual students and student groups, assisting in the
administration between groups, arbitrating disputes between
organizations, and assisting with the administration and
organization of activities of multiple groups.
The SCE School
Council will represent its' students on the Student Government
Association Student Senate and the Student Government Association
Appropriations Board.
The SCE Student
Council will represent all School of Computing and Engineering
students with the Dean of the School of Computing and Engineering,
as well as the University of Missouri-Kansas City administration.
Article III.
Membership
Any student duly
enrolled in the School of Computing and Engineering at the
University of Missouri-Kansas City. The membership of SCE Student
Council shall be open to all duly enrolled students in the School of
Computing and Engineering of the University of Missouri-Kansas City.
Admittance may not be refused to any student meeting the above
criteria. Full time employees of the University of Missouri-Kansas
City who are also students may be members of the SCE Student
Council, but may not hold office on the Executive Committee.
Membership and
activities are open to all currently enrolled SCE Student Council
students, regardless of race, color, creed, sex, age, national
origin, disability, sexual orientation, or Vietnam veteran's status.
Article IV. Council
Structure
Section I. The legislative powers
of the SCE Student Council shall be vested in one (1) body, the
Student Council.
Section II. The Student Council shall
consist of the Executive Council and its elected members.
Section III. The SCE Student Council
can establish committees, as the need arises, to enhance
student-faculty and student-administration interaction and
communication and to promote council activities, issues and
concerns.
Each member of the Student Council must:
· Be currently enrolled as
full-time or part-time students in the School of Computing and
Engineering at the University of Missouri-Kansas City
· Have a cumulative Grade
Point Average of 2.5 or better.
· Have attended at least two (2)
full meetings of the SCE Student Council.
· Not at any time during
his/her membership on the Student Council shall a Student Council
member be placed on disciplinary probation. In this case the Student
Council member will be removed from the SCE Student Council.
Section IV. Meetings of the Student
Council shall be public, advertised in advance to members and shall
be held minimally three times per semester, excluding the summer
semester.
Section V. A quorum to conduct
business is constituted by the presence of a majority of the
officers of the Executive Board of the SCE Student Council.
Section VI. All legislation, unless
otherwise specified by this document, shall require a simple
majority vote for passage.
Section VII. The duties of the Student
Council shall consist of:
A.
Preparing and conducting of annual
election of Executive Board officers.
B.
Preparing and voting upon
legislation affecting the School of Computing and Engineering
student body.
C.
Disbursement of council funds.
D.
Attending all Council meetings.
E.
Acting on matters of students'
interest.
Section VIII The Student Council
Executive Board officers will select a qualified faculty, staff, or
community member to serve as an advisor. The duties of the advisor
shall consist of:
A. Attending all Council
meetings.
B. Providing advisement to the
Executive Board.
C. Assisting the Student Council’s Executive
Board members whenever needed.
D. Assisting with events provided for
the School of Computing and Engineering at the University of
Missouri – Kansas City.
Article V. Executive
Section I. The Executive Council of
the SCE Student Council shall be:
A.
President

Secretary

Treasurer
Section II. Each
member of the Executive Council must:
A.
Be currently enrolled as full-time
or part-time students in the School of Computing and Engineering at
the University of Missouri-Kansas City
B.
In good academic standing at the
time of election and throughout their term in office. The terms of
office for the Student Council shall last for one year, beginning on
May 1st and ending of April 30th of the
following year.
C.
Not at any time during his/her
term shall an Executive Council member be placed on disciplinary
probation. In this case the Executive Council member will be removed
from office.
D.
Have served on the SCE Student
Council for a minimum of one (1) semester.
Section III. The
duties of the Executive Council are as follows:
President:
· Preside at all meetings
of the SCE Student Council.
· Call Regular Meetings.
· Attend all meetings of
the SCE Student Council and Executive Council.
· Appoint students to
committee positions.
· Interact with all aspects
of the University of Missouri-Kansas City as the official
representative of the SCE student body.
· Prepare and submit all
operating budget recommendations annually.
· Provide for disbursement
of these funds.
· Prepare and submit
legislation to the Student Council.
· Act as the executive
officer of the SCE Student Council.
· Enforce Student Council
resolutions, the SCE Student Council Constitution, and the By-laws.
· Approve or veto Student
Council legislation.
· Serve as a representative
to the Student Government Association Student Senate.
· Serve as a liaison
between the School of Computing and Engineering Administration and
the SCE Student Council.
· Vote on budget allocation
requests.
· Serve as the SCE Student
Council representative to the Student Government Association
Appropriations Committee.
Vice-President:
· Execute decisions of the
Council or President when requested to do so by the President
· Assume the duties of the
President in the event of a President vacancy and serve as such
until the next regularly scheduled Council meeting,
· Serve as chairperson of
the Constitution Committee
· Serve as a representative
to the Student Government Association Student Senate.
· Vote on budget allocation
requests.
Secretary:
· Prepare the agenda for
each Council meeting.
· Take, compile and
distribute minutes of all meetings.
· Notify all Student
Council members of any meetings to be held twenty-four hours in
advance.
· Ensure proper
notification to the Student Life Office of Council events.
· Keep and maintain
permanent records of all meetings held.
· Preserve all School of
Computing and Engineering student organizations constitutions for
public record, and to serve as an alternate representative to the
Student Government Association Student Senate.
· Vote on budget allocation
requests.
Treasurer:
· In conjunction with the
Student Life Office, maintain accurate records of all Student
Council allocations, expenses and income.
·
Keep
the books of account kept up to date and open to the inspection of
the University auditor.
· Maintain funding
guidelines and ensure they are followed.
· Chair the Appropriations
Committee and vote on budget allocation requests.
· Review budgets submitted
by recognized student organizations under the SCE Student Council.
· Serve as an alternate
representative to the Student Government Association Senate.
Section X. The Executive Board
members who are voting members will decide on budget allocation
requests presented by individual students and recognized student
organizations under the SCE Student Council. If and when a student
organization lobbies for funding from the SCE Student Council in
which those voting members of the Executive Board may be affiliated
to that organization, he/she must abstain from voting on the
specific request due to a conflict of interest.
Article VI.
Members
Section I. To be a member of the SCE
Student Council you must meet one of the following criteria:
· Be currently enrolled as
full-time or part-time students in the School of Computing and
Engineering at the University of Missouri-Kansas City
· Have a cumulative Grade
Point Average of 2.5 or better.
· Have attended at least
two (2) full meetings of the SCE Student Council.
· Not at any time during his/her membership on the
Student Council shall a Student Council member be placed on
disciplinary probation. In this case the Student Council member will
be removed from the SCE Student Council.
Article VII.
Elections
Section I. All positions are for one
(1) calendar year starting May 1st.
Section II. The following Executive
Board officers, President, Vice President, Secretary and Treasurer
must be elected by the students of the School of Computing and
Engineering on an annual basis. The election will be conducted in
the Spring Semester of an academic calendar closely coinciding the
University of Missouri-Kansas City fiscal calendar year. A school
wide election must be held and its occurrence must be advertised
accordingly to its members, providing for appropriate mechanism to
obtain nominations for the above stated officers, the listing of
nominees and a process of casting ballots to elect the officers. A
minimum two-week period must pass between the advertised notice of
candidate nomination and its' submission deadline.
A minimum two-week
period must pass between the advertised notice of Executive Board
Election and the actual election date/s. Names of eligible
candidates for all the elected positions must be included in the
advertisement for the Executive Board Election. On the election
day/s, write-ins will be permitted. The Executive Board must provide
for the implementation of an annual election. Assistance to conduct
this school wide election may be solicited from the University of
Missouri-Kansas City Student Government Association Election
Director.
Article VIII.
Student Organizations
Section I. Student organizations must
abide by the University of Missouri-Kansas City's rules and
regulations to maintain its' recognized status.
Section II. Each student organization may decide its form of
government, method of elections, qualifications of its elected
officers, and must provide a representative form of government. All
student organizations shall adhere to the membership guidelines of
this constitution, and shall also provide for initiative,
referendum, and recall for its members.
Section III. A copy of the charter and by-laws for all student
organizations under the SCE School Council shall be filed with the
SCE School Council Executive Board.
Article
VIII. Succession
Section I. In the event of a vacancy
in the following SCE Student Council positions (President, Vice
President, Secretary, Treasurer) a new election shall be held in
order to fill up this vacancy and the new member should be elected
within two weeks.
Section II. That vacating SCE Student
Council Executive Board member must tender a formal resignation to
the SCE Student Council Executive Board members who in turn will
vote to accept/reject the resignation.
Section III. The President in the SCE
Student Council Executive Board will take charge of the vacant
position/positions in the SCE Student Council Executive Board until
a new member/members is/are elected.
Section IV. In the event that the
President in the SCE Student Council Executive Board vacates his/her
position, the Vice President takes charge as the interim President
along with his/her current position until a new President is
elected. In case, both the President and Vice President vacate,
then the Secretary takes charge of both vacant positions until new
members are elected.
Section V. In the case a SCE Student
Council Executive Board position becomes vacant and only 31days or
less remain in the actual expiration of the term of that person
causing the vacancy, no new member will be elected for the
particular position. Instead, the President in the SCE Student
Council Executive Board will take charge of that position until the
end of the term. In case, the President has caused the vacancy, the
Vice President takes charge of that position until the end of the
term.
Article IX.
Amendment
Section I. This
Constitution may be amended in either of the following methods:

A
two-thirds (2/3) quorum vote of the SCE Student Council.
·
A
two-thirds (2/3) vote of at least ten (10%) percent of the student
body of the School of Interdisciplinary Computing and Engineering.
Section II. It is further understood that if this organization
desires at any time in the future to change in any way the
provisions of this charter, that before such action is taken, the
organization will submit for approval to the Student Government
Association and the Student Life Office every detail of the desired
changes to be made.
Article XII.
Meetings
Section I. SCE Student Council meetings will be held at least
semi monthly during the Fall and Spring Semesters. Summer
meetings shall be held at the discretion of the SCE Student
Council.
Article XIII.
By-Laws
Section I. The power to approve or
reject proposed laws or to amend current by-laws of the SCE Student
Council rests with the SCE Student Council, which may do any of the
above with a two-thirds majority vote. A two-week period must pass
between the proposal of any changes and the final vote upon change.
Section II. In the event of a
conflict between by-laws and this constitution, this constitution
shall be held binding and controlling.
Article XIV.
Implementation
Section I. Implementation of this
constitution is subject to ratification by two-thirds majority of
the SCE Student Council and approval by Student Government
Association and the Student Life Office. If ratified and approved,
all legislation in the form of by-laws, student organization
charters, and any other legislation not specifically mentioned which
is in conflict with this document shall be considered null and void.
This document shall not take effect until it is properly ratified
and approved. Upon taking effect, this document shall be considered
binding and controlling of all SCE Student Council activities.
Article XV.
Constitution Override
Section I. In the event that special
circumstances arise that requires an exception to the guidelines
outlined in this document. A three-quarters majority vote of the
voting members present at the meeting is required to bypass the
constitution of SCE Student Council.
