Constitution of the

University of Missouri-Kansas City

College Republicans

Article I Name

The name of this organization shall be the University of Missouri-Kansas City College

Republicans, hereinafter referred to in this document as CR.

Article II

Purpose

SECTION 1. To make known and promote the principles of the Republican Party among

members of the University of Missouri-Kansas City campus and community.

SECTION 2. To aid in the election of Republican candidates at all levels of government.

SECTION 3. To encourages and assist in the organization and active functioning of the

Republican Party at local, state, and national levels.

SECTION 4. To develop political skills and leadership abilities among Republican students as

preparation for future service by them to the party and community.

Article III

Membership

SECTION 1. Membership and activities are open to all currently enrolled students regardless of race, color, creed, sex, sexual orientation, age, national origin, disability or Vietnam era veteran’s status, Gulf War veteran’s status, World War II veteran’s status, Korean War veteran’s status, marital status, occupation, income, social abilities, height, weight, eye color, hair color, hair length, hair style, facial hair, clothing style, shoe style, sock color choice, major, handwriting, grades, IQ, class rank, football ability, soccer ability, baseball ability, golfing ability, television show preference, birth date, food preferences, pizza toppings choice, Zodiac sign, state citizenship, address, phone number, number of teeth, finger nail length, music preference, movies seen, number of pets, types of pets, speech impediments, smoking preference, automobile choice, automobile color, computer skills, internet provider, or grocery store choice. Membership application information may be obtained from the Secretary.

SECTION 2. Annual dues are required for membership in the CR. The Executive Board shall set

the amount annually.

Article IV

Officers

SECTION 1. The officers of the CR shall be Chairman, Co-Chairman, Vice-Chairman, Secretary

and Treasurer.

SECTION 2. All officers shall be elected at a regular CR meeting between April 1 and April 30

of each year, to be announced in writing to all members not less than two weeks in advance.

SECTION 3. Nominations of candidates for office in the CR shall be make from the floor by any

members in good standing.

SECTION 4. Nominees shall be members in good standing, who have held membership in CR

for more than one semester.

SECTION 5. Officers shall be elected by an absolute majority of those present and voting.

SECTION 6. Vacancies occurring among the officers shall be filled by the election of the Exec.

Board at the first meeting following the occurrence of the vacancy, provided however that notice

that election is to occur must be included in an official notice of the Board meeting. A person

elected to a fill a vacancy shall serve as officer until the next annual election.

Article V

Executive Board

SECTION 1. There shall be an Executive Board, which shall govern the CR.

SECTION 2. The Executive Board shall consist of the officers of the CR. The Chairman of each

standing committee shall be a voting member of the Executive Board.

SECTION 3. The Executive Board shall introduce, approve and implement all actions and

activities necessary and proper for the functioning of the CR and not inconsistent with this

Constitution or the By-laws.

Article VI

Standing Committees

SECTION 1. The Committee on Membership. An elected chairman shall head the Committee on

Membership, and its purpose shall be:

a) Preventing loss of membership due to dislocations resulting from transitions from

semester-to-semester and academic year-to-academic year;

b) Coordinate membership involvement in electoral campaigns within the community and

organization;

c) Promoting membership of CR to the UMKC community; and,

d) Other related activities.

SECTION 2. The Committee on Communication. An elected chairman shall head the Committee

on Communication, and its purpose shall be:

a) Contact members and press outlets of upcoming events or news;

b) Post promotional fliers on bulletin boards and other approved locations;

c) Coordinate staffing at promotional tables; and,

d) Other related activities.

SECTION 3. The Committee on Alumni Affairs. An elected chairman shall head the Committee

on Alumni Affairs, and its purpose shall be:

a) Maintain contact with club members who have graduated from the University;

b) Facilitate networking among alumni;

c) Encourage financial support of UMKC College Republicans by alumni; and,

d) Other related activities.

Article VII

Ad Hoc Committees

SECTION 1. The Chairman may appoint such additional committees for such purposes, as shall

be necessary and convenient for the efficient and effective operation of UMKC College

Republicans.

SECTION 2. Such committees shall report to the Chairman of CR.

Article VIII

Finances

SECTION 1. The books of account shall be kept up to date and open to the inspection of the

University auditor.

Article IX

Impeachment/Vacancies

SECTION 1. Any officer who, during his term in office, has demonstrated disloyalty to the

Republican Party, negligence or incompetence in the performance of his prescribed

Constitutional duties, or willfully impeded the CR program, may be impeached and removed

from office.

SECTION 2. Specific charges against the impeached officer must be approved by absolute

majority of the officers of the CR, excluding the officer being impeached, at a meeting of the

Executive Board.

SECTION 3. From the approval of the charges until the next meeting of the Executive Board, the

impeached officer shall remain in his office and be allowed to prepare his defense to charges.

SECTION 4. At the first Executive Board meeting after the meeting in which the charges were

approved, an officer or other person selected by the officers shall present the charges and the

impeached officer shall present his defense. Following these presentations, the impeached officer

may be removed from his office by a two-thirds majority vote of the Executive Board.

SECTION 5. The Chairman shall appoint a person to fill the vacancy, subject to the approval of

the general membership at the next regular meeting. The membership may either ratify the

Chairmans’s appointee or open nominations for an election to fill the vacancy, at which the

removed incumbent may seek election to the office, the same as any other member.

Article X

Parliamentary Authority

SECTION 1. Robert’s Rules of Order shall govern in all decision-making by the Executive

Board or the general membership, except where inconsistent with this Constitution, University

regulations, or applicable election laws.

Article XI

Amendments

SECTION 1. Amendments to this Constitution may be proposed by any member, provided a

written copy of the proposed amendment is provided to the Executive Board. At the next

Executive Board meeting, the board may propose alternative amendment(s) or may declare its

support or opposition to the proposed amendment.

SECTION 2. At the next regularly scheduled general meeting, the proposed amendment, any

alternative Executive Board proposals, and statements of Executive Board position shall be

presented for examination by the membership. The membership shall decide among alternative

proposals by majority vote. The final form of the proposed amendment shall be adopted upon a

two-thirds favorable vote of the membership.

SECTION 3. It is further understood that if this organization desires at any time in the future to

change in any way the provisions of this charter, that before such action is taken, the

organization will submit for approval to the Student Government Association and the Student

Life Office every detail of the desired changes to be made.
